Space freed up by the removal of the 'bring sites' in Crown Court Car Park could be used to provide more cycle racks.
Waverley Borough Council is consulting with Godalming and other towns about placing more racks across the borough to encourage more people to cycle.
Councillor Steve Williams told tonight's environment and planning committee that the racks wouldn't necessarily be sited in the spot where the bring sites had been located, but somewhere in the car park.
Cllr Steve Cosser said he would prefer the racks to be sited within the main car park "rather than in Crown Court".
Council leader Paul Follows agreed, saying "I hope it would be close to Crown Court but not necessarily in it. We have expressed a few times that we would like to restore and renovate Crown Court in a lot of different ways."
The Waverley Cycle Forum has expressed a preference for the racks to be sited in the Crown Court pedestrian area.
Town clerk Andy Jeffrey said the racks would be able to accommodate normal-sized bikes as well as larger cargo bikes.
He pointed out that the "existing cycle rack provision is fairly under-utilised", adding that the idea would be to expand provision in the town if the new racks proved popular. The racks would also be portable so they could be moved if necessary.
He added that the town council's opinion would be sought on the design of the racks, but the final decision would lie with Waverley, which is funding the cost of their provision.
